SHIRLEY J. HANSEN, Ph.D.
For many years, Shirley has been recognized around the world as a leading authority in the field of energy management, policy and financing. Prior to founding Kiona's sister company, Hansen Associates, in 1980, she served as the Director of the Schools and Hospitals Conservation Division of the U.S. Department of Energy (DOE). Before joining DOE, Shirley led a national effort to develop energy auditing protocol. While at DOE, she was responsible for promulgating regulations for energy auditing and also administered a US $900 million grants program to help schools and hospitals modify their buildings to save energy. This program is credited with saving U.S. institutions (and tax payers) more than US $10 billion.
Shirley is particularly well known for her expertise in analyzing energy efficiency financing options, particularly performance contracting. In the early 1980s, she directed a project for U.S. DOE designed to help the Department set national guidelines for energy efficiency financing. She has provided consultation and training to hundreds of potential performance contracting customers. She has provided consultation to many ESCOs, served on the board of one, and has also trained corporate sales representatives in marketing performance contracting. Her book, Manual for Intelligent Energy Services published in 2002, is designed to serve customers' energy needs, providing guidance in obtaining energy services. Based on the excellent response to investment grade energy audit seminars from around the world, she and her co-presenter, James W. Brown, co-authored the book, Investment Grade Energy Audits: Making Smart Energy Choices, released in late 2003. Her second book on performance contracting, Performance Contracting: Expanding Horizons , was released in late 1997. At the request of the publisher, she has prepared a second edition of this book, which will be released in early summer of 2006.
Her recognized expertise in energy performance contracting has lead to her helping Fortune 500 companies do performance-based contracting in non-energy areas, such as automotive supplies and manufacturing solutions.
Since 1992, she has provided consultation and training seminars in 35 countries, including Central European countries, Mongolia, South Africa, India, China, Hong Kong, Ukraine, Russia and Brazil; and industrialized nations such as The Netherlands, Switzerland and New Zealand. She has also performed energy efficiency feasibility studies in third world, transitional economies for the U.S. government. With her colleagues, she has also helped foreign businesses create their own ESCOs, or form joint ventures with U.S. ESCOs. This work includes market assessments, business plan development and pre-qualification of potential partners.
Dr. Hansen has been a leader in energy savings measurement and verification procedures and recently stepped down from her position as chair of the Board of Directors of the International Performance Measurement and Verification Protocol, Inc. (now Efficiency Valuation Organization – EVO), which establishes international standards and methods for the measurement and verification (M&V) in energy and water efficiency projects. She has also chaired the certification board for M&V professionals.
Shirley received her Ph.D. from Michigan State University. Among the recognitions she has received, she is most proud of her distinguished alumnae award from the university and her induction into the Association of Energy Engineers Hall of Fame.
